CLASS Board of Directors
Anil CHANDY
VP, HSS Books and Focus Projects and MD, Springer Nature Singapore
Anil Chandy is VP of Humanities, Social Sciences Books & Focus Projects at Springer Nature and Managing Director of Springer Nature’s Singapore office. He is responsible globally for a team publishing over 5000 academic titles annually in all humanities, social sciences, business and management, economics, politics, international relations and law under the Springer and Palgrave Macmillan imprints as well as the German language imprints of Springer Gabler, Springer VS and JB Metzler. He leads an international editorial team based in 18 locations worldwide. Apart from leading commissioning and publishing teams, Anil has also managed technology and data teams involved in software development and workflow solutions for Springer Nature. Prior to joining Springer Nature, he worked at Sage, OUP and Deloitte Consulting. Other than a CLASS board director, he is also a member of the Singapore Institute of Directors.
TAI Tone Lim
Director, E-Publishing, World Scientific Publishing Co
As Director of Electronic Publishing at World Scientific Publishing Co, Tone Lim oversees the development of the company’s web portals and online products. She works with major content hosting and Abstract and Indexing partners, search and discovery channels and library solution partners to maximize exposure and sales of digital content.
With over 20 years in the publishing industry, she also deals with partnerships with copyright centres and permission requests on reuse, reproduction, distribution and digital rights. Along with her team, Tone Lim has helped managed copyright permissions, addressed infringement issues through takedown notices, and collaborated with global copyright centres to promote compliance and fair compensation.
Tone Lim has witnessed how the e-publishing industry has progressed and how, in recent years, the use of AI and the request for the addition of AI rights to rightsholder agreements is on the rise. Acknowledging that the use of AI is an evolving practice and drawing from her team’s experiences in the Science, Technology, and Medicine (STM) sector, she hopes to share deeper insights with Singapore’s copyright community.
TAN Chor Meng
Senior Director, Wiley Education Asia
Chor Meng Tan is an accomplished business leader with extensive experience in EdTech, education, publishing, and technology. He currently serves as Senior Director at Wiley Asia, where he leads transformative strategies to drive business growth, profitability, and innovation across key markets across Asia.
As a Director on the CLASS Board, Chor Meng contributes to corporate governance, ensuring the protection and accessibility of copyrighted material through licensing. He represents publishers’ interests as part of CLASS’s mission as Singapore’s reproduction rights organization and plays a key role in shaping policies on AI governance and intellectual property. Additionally, he focuses on talent management and succession planning to ensure the organization’s sustainability and success.
Chor Meng also holds leadership roles beyond CLASS, serving as a Council Member at the Singapore Manufacturing Federation (SMF) and Chairman of the Board of SMF’s Centre for Corporate Learning (CCL). In these roles, he drives workforce development initiatives and fosters industry-government collaborations to advance education and training.
He is also a Steering Committee Member of 10×1000 Tech for Inclusion, a global initiative by Ant Group and IFC to train 10,000 tech leaders over 10 years, promoting digital transformation and financial inclusion in emerging markets.
Chor Meng holds an Executive MBA from Nanyang Technological University (NTU) and advanced certifications from UC Berkeley, INSEAD, and Tsinghua University, combining academic rigor with practical expertise. A strong advocate for talent development, he mentors aspiring leaders as a Mentor at NTU and actively contributes to shaping the future of learning, innovation, and intellectual property governance.
Alban KANG
Of Counsel, Robinson LLC
Alban is a preeminent lawyer with a specialised focus on complex patent litigation and other contentious IP related cases.
Alban is a partner in the Intellectual Property & Technology Group based in Singapore. He currently leads the ASEAN and Japan focus practice of the firm. He has been in practice for over 30 years.
Alban represents major software companies, computer manufacturers, well known trade mark owners, pharmaceutical companies, book publishers, international airlines and well known hotel chains, as well as collection agencies and advertising agencies. He also represents a number of Japanese clients. He is regularly engaged in complex patent litigation and other contentious IP-related cases, and has also been involved in a number of high profile IP cases before the Singapore Court of Appeal. He also handles multi-jurisdictional IP litigation cases.
He has written and presented many articles and papers in the spectrum of IP law. Alban is the author of the book Enforcing Injunctions, co-contributor of Essays on Computer Law, and general editor of A Guide to Singapore Patent Law. He has also authored the Patent section of the Halsbury Law of Singapore, and the Singapore chapter on Patent Claim Interpretation.
Alban has been consistently ranked as a leading intellectual property lawyer by the Asia Pacific Legal 500, IAM Patent 1000 and the Chambers Asia-Pacific editions.
PEH Shing Huei

Peh Shing Huei is a journalist and author.
He is the writer of several best-selling books, including Tall Order: The Goh Chok Tong Story and Neither Civil Nor Servant: The Philip Yeo Story. His book When the Party Ends: China’s Leaps and Stumbles after the Beijing Olympics, won the Singapore Literature Prize (Non-Fiction) in 2016.
He is a founding partner of The Nutgraf, a content agency, and was formerly The Straits Times’ News Editor and China Bureau Chief.
PEH Shing Woei

Mr Peh Shing Woei is the CEO of Shing Lee Publishers. To maintain high standards of professionalism and service in the publishing industry, he joined the Singapore Book Publishers Association as an Executive Committee member in 2012, was appointed Honorary Secretary in 2014 and Honorary Treasurer in 2020.
Shing Woei graduated from the University of New South Wales, Australia, with a first-class honours degree in Mechanical Engineering. Prior to joining Shing Lee Publishers, he was the Officer Commanding in a fighter aircraft maintenance squadron in the Republic of Singapore Air Force.
Shing Lee Publishers is a leading publisher of educational books, interactive books and digital platforms in Singapore and overseas. Founded in 1935, the company strives to make education a companion for life and is dedicated to creating and publishing quality teaching and learning materials with global standards.
Duriya AZIZ
Senior Vice President, Education, at Scholastic (International)
As Senior Vice President, Education, at Scholastic (International), Dr Duriya has oversight of Scholastic’s global education business and she brings an in-depth understanding of the diverse and complex contexts of international publishing and product development and the implications for intellectual property development, distribution and protection therein, particularly in the light of rapid technology development in recent times and the challenges posed by use of Generative Al in protecting Intellectual Property and the rights of Authors and Publishers. She is a member of Scholastic’s Workgroup on Gen Al that worked to draw up the corporate guidelines on its use.
Throughout her career, Dr Duriya has been focused on bringing best practices in pedagogy, particularly in literacy and math to the diversity of learners, educators and parents through solutions that are culturally and contextually appropriate. She is best known for introducing Singapore math pedagogy and programs to more than 50 countries around the world, including the US and in India, and other countries in Asia.
Peter SCHOPPERT
Director, NUS Press
Peter Schoppert is Director, NUS Press, the scholarly publisher of the National University of Singapore. He has made his career in Singapore in book publishing, digital publishing, strategic communications and management consulting.
He served as Editorial Director for illustrated book publishers Times Editions and then Editions Didier Millet, working across Southeast Asia. He helped start Sembawang Media, parent company of Singapore‘s second Internet Services Provider, Pacific Internet. He later co-founded regional consumer online publisher, Asiacontent.com, which had a NASDAQ IPO. He recovered from the dotcom boom-and-bust by helping to revive the fortunes of Singapore University Press, later NUS Press.
Peter worked at leading strategic consultancy, McKinsey & Company for six years, with his last role managing the Firm’s reputation risk across Asia. Peter served three terms as President of the Singapore Book Publishers Association (SBPA). He remains on the SBPA Executive Committee, serves as Treasurer of the ASEAN Book Publishers Association, and is a member of the Copyright Working Group of the International Publishers Association. Peter was a member of the Judging Panel for the National Volunteer & Philanthropy Centre (NVPC) Awards 2007-11, served as Chair of Singapore’s Public Art Appraisal Committee from 2010 to 2014, and was Coach and Judge for the McKinsey-Mekong Business Plan Competition, 2006-2010.
SYED Ali
Director, Pustaka Islamiyah
Serving as Director at Pustaka Islamiyah, Syed Ali has been involved since an early age in his family’s book business and has been involved for over 20 years in the publishing industry.
Besides distribution, marketing and publishing, Syed Ali has also been involved in the organization of the Malay Book Festival since 2019 and the Singapore Children’s Book Festival in 2024. Having extensive experience as an Exco Member and Treasurer of the Singapore Book Publisher’s Association, he will be lending his wealth of knowledge and expertise to assist in copyright protection.
With extensive networks with many Malay authors and publishers in Singapore, Syed Ali is also a citizen translator with the National Translation Committee and provides insightful feedback during annual meetings.
Andrew FONG
Chief Executive Officer CLASS Limited
A former member of CLASS Board of Directors, Andrew joined CLASS in August 2020 and took over as CLASS CEO on 1 February 2021. A seasoned executive, Andrew held various senior executive positions in both local and international multi-national corporations. Just before joining CLASS, Andrew was General Manager at Oxford University Press leading the company’s business development efforts in Southeast Asia, Middle East and North Africa. Prior to that, Andrew also held positions as Head, International Markets with Marshall Cavendish Education and as Managing Director with Pearson Singapore & Malaysia.
Deeply involved in education and publishing for over 20 years, Andrew is experienced in strategic decision-making, business process engineering, quality assurance and change management.
An educator at heart, Andrew would like to be able to help make measurable progress in people’s lives through education.
